Planning Passports?

I’m all for the Government looking creatively at relaxations to the planning system…. but is this another gimmick? 

My fear is if this is dependent on an interpretation of whether a scheme is of high quality design or not, it will not yield the numbers of homes it intends to.

Design is so subjective, what an architect or I think is high quality design, will be different to what many others consider and that could include the local planning authority!

If this is to be considered, it needs to be quantified otherwise it’s not going to help…. we will just be in a debate on every scheme about design.

We would be better off revisiting the opportunity of delivering new homes through a spatial zoning system in my view!
